The Tribunal administratif du travail is an accessible labour law tribunal that provides quality services in a timely manner.

All our actions are guided by our core values: access to justice, impartiality and independence, quality, respect and cooperation. 

The Tribunal sits in four divisions:

  • The labour relations division rules on proceedings pertaining to employment protection, freedom of association, negotiation rights and pay equity.
  • The occupational health and safety division hears proceedings filed by employers and workers to contest a decision rendered by the Commission des normes, de l’équité, de la santé et de la sécurité du travail.
  • The division of essential services and services ensuring the well-being of the population is responsible for maintaining essential services during strikes, as well as services ensuring the well-being of the population during strikes or lockouts. It also intervenes in the event of illegal pressure tactics that cause harm or are likely to cause harm to the population.
  • The construction industry and occupational qualification division is responsible for hearing proceedings provided for in legislation concerning the construction industry.

On October 1, 2026, the Tribunal is taking over the judicial and investigative functions of the Commission de la fonction publique (CFP)

As a result of the adoption of the Act to reduce bureaucracy, increase state efficiency and reinforce the accountability of senior public servantsCe lien s'ouvrira dans une nouvelle fenêtre, the CFP’s judicial and investigative functions will be transferred to the Tribunal on October 1, 2026.

The Tribunal encourages parties to use its conciliation service to settle their disputes amicably. If they do not reach a settlement or if they do not wish to avail themselves of conciliation, the parties can be heard by an administrative judge, who will receive their evidence and their arguments before rendering a decision.

Written or oral requests for access to information must be submitted to the person in charge of access to documents and the protection of personal information. However, in the case of an oral request, the decision of the person in charge cannot give rise to a review before the Commission d'accès à l'information.

Your request must be specific enough to allow the Tribunal to retrieve the information. We suggest you consult our organization chart and our classification scheme, which is a hierarchical and logical structure presenting the Tribunal’s administrative and jurisdictional functions. Our subject index may also be of use. These documents are available in French only.
